Less than a century ago the railways were carrying 90 % of the country's inland freight.In the 1920s the railway earnings were quite large in proportion to the Government's overall revenue and any violent fluctuations in its surplus or loss could dynamically affect the Finance ministry's calculations.The then Legislative Assembly members were unhappy that people's aspirations were not being fulfilled by the railways(much like today's MPs !).A radical financial reform package was recommended for improved performance and autonomy.As a part of this, in 1920-21 the Acworth committee recommended the separation of the rail from the General budget. Along with the Budget it created a separate Railway Board, with empowered members and a Financial Commissioner who could rid them of the bureaucrats in the Finance Ministry. This was the practice back then in other networked nations like the USSR and Japan.
